THE PROBLEM
The ministry of Immigration
Struggles to deal with permit violators, due to the lack of sufficient tools and information to monitor the foreign national from the stage of visa/permit issuance throughout their stay in the country

Unable to proactively manage foreign workers with expired permits due to lack of updated data, systems, and processes

Must decide on entry with no immigration risk data, only passport & visa info are available

Faces permit violators intent to overstay or breach cannot be detected at licensing stage

Reduce the number of illegal residents in Israel
by early identification of risk factors for permit violations
based on data collection, predictive capabilities and decision support tools

USER JOURNEY
ROLE ANALYSIS
I conducted a role analysis to better understand the different users within Ofek (border control system), their responsibilities, decision-making authority, and interactions with the system under time critical conditions.
This analysis clarified each role’s goals, constraints, and information needs, enabling the design to support faster risk assessment, reduce cognitive load, and improve decision-making accuracy at key points in the border control flow.
PRODUCT REQUIREMENTS
Using insights from design sprint sessions with focused group, I translated user needs into prioritized product requirements. This led to the design of Magen Gvulot, which takes in consideration how quickly officers evaluate entry-violation risk and make informed decisions under time pressure.
